Casa Castilho processes hundreds of CLCB and AVCB fire-safety certificates for the São Paulo Fire Department every year — deep regulatory interpretation, architectural drawings across technical formats, and meticulous compliance dossiers with legal weight. Errors mean delays, fines, or safety risk. Fully manual, the process had hit its ceiling: slow turnaround, inconsistent quality, and no path to scale short of multiplying headcount.
The engagement began with weeks embedded in the firm's workflows — every decision point, every regulatory nuance no spec would capture. The system that followed combines OCR for scans, specialized parsers for DWG/DXF drawings and IFC building models, and a RAG knowledge base that makes São Paulo's fire code — hundreds of pages of Instruções Técnicas — queryable in natural language.
Reliability comes from a deterministic rules engine underneath: compliance checks run through hard-coded, versioned rule sets, so every decision is traceable — which rule, which version, against which input. An orchestration layer carries each dossier from parsing through validation, gap analysis, and generation, then submits it to the government's Via Fácil Bombeiros portal via RPA — and monitors the portal for UI changes that could break the automation.
